A reminder email was sent to the entities who did not respond <br />by the due date, and community development directors in the municipalities that <br />did not respond were also sent a follow-up email.) <br /> <br />MEMORANDUM <br /> <br />TO: <br /> <br />Municipal Administrators in Ramsey County <br /> <br />FROM: <br /> <br />Paul Kirkwold, County Manager <br /> <br />SUBJECT: <br /> <br />Survey on Environmental Response Fund <br /> <br />DATE: <br /> <br />October 7,2002 <br /> <br />The Ramsey County Board of Commissioners is exploring the possibility of <br />creating an Environmental Response Fund (ERF) by imposing additional <br />mortgage registration and deed taxes, which is authorized by Minnesota Statute <br />383A.80. <br /> <br />At the September 18 meeting with municipal administrators, we discussed the <br />legislation pertaining to the ERF and potential ways to spend the dollars if the <br />County Board decides to impose the additional taxes. (If you need additional <br />background information on the ERF, please call Marsha Kurka, Policy Analyst, at <br />651-266-8018.) <br /> <br />The municipal administrators agreed that it would be beneficial to conduct a <br />survey of the potential projects that exist in all of the municipalities, their <br />proposed uses and impacts and the existing resources. This would give an idea <br />of the magnitude of choices available for expenditure of ERF funds. The survey <br />will then be compiled and shared with all the municipalities. <br /> <br />Attached is the survey for you to complete.
