The high school function would be <br />housed within the existing building. The only plan item to review would be parking <br />reqnirements. <br /> <br />1. ParkiJi'g - Exceeds Code Requirement. <br /> <br />The Zoning Ordinance lists the parking requirement for secondary schools as; one <br />parking space per every school employee and 1 parking space per every 4 students, <br />Based on North Heights' projections of2-4 teachers and 12 students, the requirement <br />would be between 5 and 8 parking spaces for the first year, In the fourth year if the <br />school reached the approximate projection of 86 students and maintained the same <br />amount of faculty (class ratio of about I teacher per 22 students), the requirement would <br />reach 26 parking spaces. North Heights Church and Family Life Center already greatly <br />exceed this requirement. <br /> <br /> <br />. <br /> <br />;~ .- <br />Special Use P~rl'nit Analvsis <br /> <br />A general edncation school is allowed by a Special Use Permit in the R-I zoning district. <br />General education uses seem consistent with the church facility as most church traffic is <br />from the weekend whereas the high school would generate much smaller traffic volumes <br />and would be limited to the work week. <br /> <br />No structural alteration or interior remodeling will be performed to the building as the <br />Family Life Center, built in1998, was built to code requirements for high school <br />classrooms. Furthermore, the Family Life Center already contains the necessary class <br />rooms, physical education or recreational facilities, and facilities for musical education. <br /> <br />North Heights has indicated that enrollment would likely be about 12 stndents for the first <br />year and the enrollment may grow to 86 students by 2007, the fourth year of the proposed <br />high school use. North Heights has indicated that the high school may eventually be <br />shifted over to the Roseville campus after the church has been able to locate the <br />additional facilities necessary for the high school. <br /> <br />Section 8, D, 3, b ofthe Arden Hills Zoning Ordinance states the City Council and <br />Planning Commission: <br /> <br />. <br />
