<br />. <br /> <br />Memo to Planning Commission <br />Planning Case #02-34 <br />Page 3 of4 <br /> <br />"...shall consider the effect of the proposed use upon the health, safety, <br />convenience and general welfare of the owners and occupants of surrounding <br />land, in particular, and the community as a whole, in general, including but not <br />limitedto the followingfactors: existing and anticipated traffic and parking <br />conditions; noise, glare, odors, vibration, smoke, dust, air pollution, heat, liquid <br />or solid waste, and other nuisance characteristics; drainage; population density; <br />visual and land use compatibility with uses and structures on surrounding land; <br />adjoining land values; park dedications where applicable, and the orderly <br />development of the neighborhood and the City within the general purpose and <br />intent of this ordinance and the Comprehensive Development Plan for the City." <br /> <br />The Planning Commission must make a finding as to whether or not the <br />proposed Special Use Permit would adversely affect the surrounding <br />neighborhood and larger community as per the aforementioned factors. <br /> <br />Deadline for Al!encv Actions <br />, <br /> <br />The City of A~den Hills received the completed application for this request on November <br />8, 2002. Purs~ant to Minnesota State Statue, the city must act on this request by January <br />7,2002 (60 d~ys), unless the City provides the petitioner with MittEmreasons for an <br />additional 60 day review period, The city may with the petitioner's consent extend the <br />. review period'beyond the 120 days. <br /> <br />Ootions <br /> <br />1. Recommend approval as submitted, <br />2. Recommend approval with conditions, <br />3. Recommend denial. If the City denies the petitioner's request, "... it must <br />state in writing the reasons for the denial at the time that it denies the request". <br />4, Table for additional information. <br /> <br />Recommendation <br /> <br />In Planning Ca.se #02-34, staff recommends that the application for a Special Use Permit <br />amendment be, approved subject to the following conditions: <br /> <br />1. The main parking lot access drive for the high school use shall be from <br />Highway 96 and North Heights Church shall direct as mnch traffic to the <br />Highway 96 access drive as possible, <br /> <br />. <br /> <br />Staff's recommendation is based on a finding that the proposed Special Use would not <br />cause any adverse impacts on the surrounding properties or the community as a whole, <br />In fact the proposed use may present some benefit in providing area residents with <br />another educational option for their high school age children, Staff has suggested the <br />
