<br />I' <br /> <br />Page 2 <br />December 12, 2002 <br /> <br />. <br /> <br />Staff Interactio1l with Ramsey County <br /> <br />Subsequent to the previous Council Worksession, staff has been working with Rainsey County <br />on addressing the City's concerns with the proposed amendment. The following were the <br />primary concerns with the proposed amendment: <br /> <br />1. Access to the primer tracer area: If the City were to acquire this area, there needs to be <br />some way to access this parcel. To address this issue, the County has agreed work with <br />the City to acquire access from County Road I via the National Guard properly. If this <br />cannot be accomplished, access would be provided via through the "wildlife corridor." <br /> <br />2. A North/South Transportation Connection: In preliminary discussions with MNDOT <br />and Ramsey County, it was indicated that a north/south connection through TCAAP <br />would be desirable to accommodate any additional traffic generated as a result of reuse <br />on the TCAAP property. Further, these agencies felt that an additional north/south <br />cOllllection would act as a reliever for the existing arterial and highway systems. <br /> <br />Realistically, there are two options to facilitate a north/south connection through the site. <br />First, the road could go thtough the "wildlife corridor" area up to County Road I. Aside <br />from working with Ramsey County, the City would also have obtain pennission from the . <br />National Guard to go through their license area. <br /> <br />Second, the transportation connection could cross Rice Creek at the County Road H ramp <br />and proceed along I-35W to north. Based on preliminary discussions, MNDOT and <br />Ramsey County Public Works has indicated that this is the preferable transportation <br />option. Further, Ramsey County Parks has agreed to work with the City to cross Rice <br />Creek in this area. This is the preferred option of the DNR and Ramsey County Parks. <br /> <br />From staffs perspective, we have reached a mutually beneficial agreement for both the County <br />and the City. To formalize the understanding between the City and the County, the City <br />Attorney has prepared an agreement outlining the roles and obligations of both the City and the <br />County. Staff has reviewed and met with the County and incorporated their suggested changes. <br />The current agreement is attached for your review. <br /> <br />At this point, staff would recommend approval of the attached resolution approving the Rice <br />Creek North Regional Trail Master Plan Amendment. Since the Council has not seen the <br />proposed agreement at a previous meeting, the approval is contingent on the execution of an <br />agreement between the City and County. Any feedback the Council might have on the current <br />draft of the agreement would be appreciated. <br /> <br />Requested Action <br /> <br />1. Consider adoption of resolution #02-73 approving the Rice Creek North Regional Trail . <br />Master Plan Amendment. <br />2. Provide input on the agreement between the City of Arden Hills and Ramsey County. <br />
