Arden Hills Parks, Trails and Recreation Committee Meeting Minutes 3
November 26, 2002

possibility of an environmentally consistent access through site C and D at some .
time in the future".

Committee Member Henry indicated he would not accept the friendly amendment
and pointed out the PTRC should not support a road through the wildlife corridor.

Amendment failed for lack of a second.

The original motion carried 6-1 (Committee Member Crassweller).

Mr. Parrish summarized the Highway 96 Reconstruction and asked for comments from the
Committee regarding median treatments, street scaping, proposed trail, and landscaping.

Committee Member Crassweller noted ifTCAAP was going to be developed, it made sense to
have a trail on both sides of Highway 96.

Committee Member Henry stated he would prefer natural prairie grass in the medians.

Committee Member Crassweller stated this should not be a concern of the PTRC to decide what
type of plantings to have in the medians. He noted the only concern the PTRC should have is if
they needed the medians, and leave the decision as to what to put in the median up to people who
knew what would grow best in the median.

MOTION:

Committee Member Henry motioned, Committee Member Messerly seconded, to
recommend trails on both sides of Highway 96. The motion carried unanimously.

.

The Committee reached the consensus to not make any recommendation on the plantings in the
medians.

4. COUNCIL UPDATE

Council Liaison Larson provided the Committee with an overview of the following City Council
items:

.:.
