<br />, <br /> <br />. <br /> <br />- <br /> <br />ARDEN HILLS PLANNING COMMISSION - DECEMBER 4, 2002 <br /> <br />8 <br /> <br />Chair Sand noted they needed to make sure they had room for a City monument sign at <br />Lexington A venue and Highway 96 and he reminded the Council that the sign should be <br />placed in the budget. <br /> <br />Mr. Parrish noted if they chose to irrigate the median, there would be a cost factor <br />because the City had to pay for the water. He also noted it would be a maintenance factor <br />for the City's Operations and Maintenance staff, which would also be a cost factor to the <br />City. <br /> <br />Commissioner Zimmerman stated whatever landscaping was incorporated, it needed to <br />be maintained. <br /> <br />Commissioner Zimmerman asked if it was possible to use the proposed ponding area at <br />the maintenance facility for irrigation. Mr. Parrish replied he did not think that would be <br />an option. <br /> <br />Chair Sand asked if there would be improved lighting. Mr. Parrish noted the lighting <br />would substantially remain the same and if the City wanted improved lighting, it would <br />be at City's expense. <br /> <br />C. <br /> <br />RICE CREEK CORRIDOR PARK PLAN AMENDMENT <br /> <br />Mr. Parrish stated Ramsey County was requesting that the City evaluate a proposed park <br />master plan amendment to the Rice Creek North Regional Trail Master Plan, Mr. Parrish <br />presented the plan and asked for the Commissioners' comments, <br /> <br />Commissioner Zimmerman stated he did not want to see them making decisions on this <br />property on an instance-by-instance basis. He indicated he wanted to look at the whole <br />area. He stated they needed to understand what was going to be done on the overall <br />scheme. He noted he believed most people wanted as much natural area as possible in <br />this area. He stated they needed to be sensitive to areas that were desirable and <br />aesthetically pleasing to the area, <br /> <br />Chair Sand asked if Hamline Avenue would be a major access as originally proposed. <br />Mr. Parrish replied Hamline Avenue was not proposed to be a major access to TCAAP <br />because of the joint maintenance facility and the property being owned by the National <br />Guard. <br /> <br />Chair Sand noted this would change the City's proposed gateway entry. He stated they <br />needed to look at the possibility of having Snelling Avenue as the gateway entrance and <br />indicated they needed to anticipate landscaping, etc. of that gateway area at this time. <br />Mr. Parrish noted they did not know were the TCAAP entrances would be at this time, so <br />it would be hard to plan ahead now. <br /> <br />Chair Sand noted there were only three options, and they needed to look at the <br />landscaping and signage options at all of these locations. <br /> <br />Chair Sand asked if it was the Primer Tracer area that was where they proposed a sports <br />center. Mr. Parrish replied a large portion of that area was identified as a joint athletic <br />facility and this would require some additional analysis as to whether this was a good <br />
