<br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />CITY OF ARDEN HILLS <br /> <br />RAMSEY COUNTY, MINNESOTA <br />RESOLUTION NO. 93 _ 15 <br /> <br />A RESOLUTION ESTABLISHING CITY POLICY ON <br />OPERATION OF A SURFACE WATER MANAGEMENT UTILITY <br /> <br />WHEREAS, the City Council has created a surface water management utility; and <br /> <br />WHEREAS, the operation of said surface water management utility requires the establishment <br />of criteria directing operations; <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Arden Hills, <br />Minnesota: <br /> <br />1) The following is hereby established as City Policy for the operation of the City of Arden <br />Hills Surface Water Management Utility: <br /> <br />A. <br /> <br />Policy Statement <br /> <br />Except as herein after provided, all properties within the City of Arden Hills shall <br />contribute to the Surface Water Management Utility in an amount proportional to <br />the runoff contributed by each particular parcel. <br /> <br />B. Exemptions <br /> <br />1) Street and Highway Right-of-Way - Street and highway right-of-way shall <br />be exempt from all charges. <br /> <br />2) Lakes - Lakes by the Minnesota Department of Natural Resources as <br />Natural Environment Waters, Recreational Development Waters or <br />General Development Waters shall be exempt from charges. <br /> <br />3) Parks - Parks under the ownership of the City or Ramsey County shall be <br />exempt from charges. This shall include all open space areas within the <br />City. <br /> <br />C. <br /> <br />Computation of Surface Water Management Fees <br /> <br />The following factors shall be considered in determining the surface water <br />management fees for each zoning classification, <br /> <br />1 of 3 <br />
