<br />. <br /> <br />. <br /> <br />. <br /> <br />..-.' . <br /> <br />CITY OF ARDEN HILLS <br />STATE OF MINNESOTA <br /> <br />RESOLUTION NO. 65 <br /> <br />A RESOLUTION DESCRIBING THE SCOPE OF AUTHORITY AND <br />RESPONSIBILITIES OF THE ARDEN HILLS CITY ADMINISTRATOR. <br /> <br />WHEREAS, the City of Arden Hills is organized as an Optional <br />Plan A City pursuant to Minnesota Statutes Chapter 412; and <br /> <br />WHEREAS, the Arden Hills City Council has created the position <br />of City Administrator; <br /> <br />WHEREAS, the Arden Hills City Council wishes to more clearly <br />define the scope of authority and responsibilities which will be <br />assigned to the City Administrator; <br /> <br />NOW, THEREFORE, BE IT RESOLVED: <br /> <br />A. <br /> <br />Chief Administrative Responsibility. <br />shall supervise all Administrative <br />accountable to the City Council. <br /> <br />B. Specific Duties. The City Administrator shall: <br /> <br />The City Administrator <br />Staff and be directly <br /> <br />1. <br /> <br />Prepare agenda for Council meetings; ensure Council <br />reports are informative and accurate; attend City Council <br />meetings; maintain City's official records; and make <br />policy recommendations. <br /> <br />a. Attend all scheduled or special Council meetings to <br />obtain Council direction and present and interpret <br />results being achieved by departments. <br /> <br />b. Compile, coordinate and distribute agenda materials <br />so that reports can be studied by Council members <br />prior to meeting discussion and presentation and <br />makes policy recommendations. <br /> <br />c. Ensure that City records are kept and maintained <br />such as Council minute books, ordinance books and <br />finance reports. <br /> <br />d. Perform or delegate all duties required of a City <br />Clerk to ensure compliance with Statutes and the <br />Plan A form of City government. <br /> <br />2. <br /> <br />Administer the City's personnel program which includes: <br />compensation plan, labor negotiations, personnel <br />pOlicies/ordinance, recruitment/selection; <br />grievance/progressive discipline and employee development <br />program. <br />
