The <br />first of which is the turnback of Stowe A venue. As noted at Monday night's City Council <br />meeting, I met with Mr. Tim Mayasich of Ramsey County Public Works on Tuesday, <br />March 14, 1995. As a result of that meeting, the enclosed sample resolution is submitted <br />for your consideration. As indicated in the feasibility study for the reconstruction of Stowe <br />Avenue, Ramsey County has proposed to use Option #2 for the turnback, resulting in the <br />anticipated 100% funding of County eligible funds for that portion of the project. That <br />amount is estimated at approximately $100,000, but may vary slightly based upon bids <br />received and actual construction costs. More importantly, the project can proceed this <br />summer as outlined in that report. <br /> <br />The second issue is the County's desire to have maintenance and construction responsibility <br />for Hamline Avenue from Floral Drive to T.H. 96, and West County Road F from <br />Harnline Avenue to Lexington Avenue, turned back to the County from the City of Arden <br />Hills. As it has been proposed to seal coat Hamline A venue, we recommend deleting that <br />portion of the 1995 Street Maintenance project at a potential savings to the City of <br />approximatley $22,000 to $25,000. <br /> <br />Finally, upon resolution of these issues, we need to finalize the designation of Municipal <br />State Aid Streets for the City by May 1, 1995. This is typically required prior to March 1; <br />however, the County has provided the MnDOT State Aid office with a list of all proposed <br />turnbacks in the County to delay that reporting date until May 1. <br />
