Proposal Development Phase L Track I Comprehensive Livable Community Urban Design and Transportation Study, Completed in May of 1998, Phase I work linked the Coalition's vision statement and issues to livable community principles. Three work areas were identified: building healthy neighborhoods, redefining metropolitan competitiveness, and building metropolitan town, Each work area takes basic issues of subregional concern, e,g, housing, natural resources reclamation, traffic congestion, and economic development, and places them within the larger context of livable community, The study also explored new strategies for transportation planning, use of community outcomes and indicators in a subregional setting, and new approaches to economic development. Final recommendations included refining the livable community framework and undertaking focused studies in each of the Coalition's planning areas: environment, economy, land use, transportation, housing, and socio-demographic trends plus further exploration into feasibility of developing and adopting subregional outcomes and indicators, Phase L Track 2 Comprehensive Livable Community Urban Design and Transportation Study, Track 2 work drew to a close in August of this year. A final report is in production. A baseline housing inventory and conditions study was conducted and resulted in Coalition cities bringing together their building inspectors to work toward subregional adoption of common housing maintenance code standards and strategies for enforcement, as well as a recommendation to establish a subregional "one stop" HousingResource Center™. A baseline transportation study of the major arterials established current traffic patterns, congestion levels, and accessibility issues on North I-35W, Socio-demographic data was developed and tested, And, an outcomes advisory group met and discussed the role of outcomes within the Coalition context and drafted a set of outcomes for board discussion, Finally, the urban design and transportation framework was refined using findings from these studies and additional research conducted by the Design Center. (Final report will be submitted to the board for approval in November.) This work has set the stage for a build-out study, Substantial subregional data sets are now available through the Coalition's GIS warehouse, The urban design and planning layers are in place for in-depth analysis and revision, An organizational framework to implement study recommendations has been proposed and is ready for testing and refinement as the Coalition move forward, And city councils, commissions, and staff are anticipating working with the Coalition to implement subregional projects, The Coalition will proceed with this study in a similar approach, City councils, commissions, and staff will be involved throughout to share information and to provide input into critical stages of the study, The study would include public workshops and, hopefully, an interactive web component that would keep the public aware of progress and provide another venue for engagement. 15
