<br />.. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />CITY OF ARDEN HILLS <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />RESOLUTION NO. 98-43 <br /> <br />A RESOLUTION APPROVING PRELIMINARY PLAN <br />FOR THE RECONSTRUCTION OF HIGHWAY 96 <br />BETWEEN OLD HIGHWAY 8 AND HIGHWAY 10 <br /> <br />WHEREAS, the Ramsey County Department of Public Works has identified that portion of <br />Highway 96 between Old Highway 8 and Highway 10 for reconstruction to begin as early as <br />1998; and <br /> <br />WHEREAS, Ramsey County and MnDOT officials presented preliminary plans and options for <br />the upgrade of Highway 96 to the Arden Hills City Council at their November 10, 1997 and <br />December 15, 1997 City Council meetings; and <br /> <br />WHEREAS, the Arden Hills City Council directed Consulting Engineer, BRW, Inc. to complete <br />a traffic study of this area at its January 5, 1998 meeting; and <br /> <br />WHEREAS, the Arden Hills City Council reviewed this traffic study at its March 16, 1998 <br />Council Worksession, and directed City staffto forward this information to Ramsey County for <br />additional consideration; and <br /> <br />WHEREAS, Ramsey County reviewed the BRW traffic study, and on May 26, 1998, provided <br />the City Council with a revised preliminary plan ofthe proposed reconstruction; and <br /> <br />WHEREAS, the City Council, City staff and City Engineer have further reviewed this most <br />recent plan; and <br /> <br />WHEREAS, City staff, upon completion of its review, has found the plan acceptable, subject to <br />Ramsey County addressing the following items. <br /> <br />1. Creation and impacts of a westbound Highway 10 to eastbound Highway 96 <br />traffic movement; <br /> <br />2. Signalization of the new intersection or off-ramp from Old Highway 10 to <br />Highway 96; <br /> <br />3. New elevation of Highway 96 and its affects on the immediate area around the <br />proposed flyover; <br /> <br />4. <br /> <br />Signalization of the Round Lake Road and Highway 96 "new" intersection; <br />
