<br />Memo to Aaron Parrish <br />January 6,2003 <br />City Hall HV AC <br /> <br />2 <br /> <br />. <br /> <br />Staff is of the opinion that the best solution is to hire an independent contractor that did not <br />install Or design the system to come in and evaluate the design, installation and functions of the <br />mechanical system. This process is called commissioning of the HV AC system including the <br />BAS system (software/coIltrols). This is a detailed examination of our system. The report that is <br />provided will review the design of the system and the installation of the system per design and <br />per the manufacturer's specifications, then make recommendations as to how best to remedy the <br />problems We are experiencing with the HV AC system. A copy of the Commissioning Report <br />completed on a larger project, MVS Pinewood Elementary is enclosed for your review. This <br />report will give you a general idea of the type of report we would be getting. <br /> <br />Staff obtained a quote from Johnson Controls, the manufacturer supplier of most of the control <br />equipment. Again, Johnson Controls was not involved in the design or installation of our HV AC <br />system. Since Jollnson Controls manufactures the controls for our system (a Metasys program), <br />staff feels they are the cOntractor most qualified to review the system. The bid staff has received <br />is $7,468.00. Again, this is a very thorough report and staff believes this to be our best tool to <br />examine our BVAC system and remedies for our problems. This report will also identify <br />improper control/design or installation on the system and identify the parties responsible, if any, <br />for repairs to the system. <br /> <br />The bottom line is we have a system that does not function as per design, with no guaranteed <br />solution to our problem. We could go ahead with the C02 and humidity sensors for $4,650.00 <br />and still be experiencing problems after the installation. The City has been withholding funds <br />(approximately $10,000) from Rochon Corporation until an acceptable solution to our HV AC <br />problems is reached. Staff believes this commissioning report will go a long way in the right <br />direction to solving our HV AC problems. <br /> <br />. <br /> <br />Recommendation <br />Staff recommends the City have Johnson Controls as our preventative maintenance contractor for <br />a fee of $3,364.00 annually. They will make quarterly maintenance checks and inspect our <br />system for proper performance. <br /> <br />Secondly, staff recommends we do the commissioning of our HV AC system. Although this <br />report does not pay for repairs to our system, it will make appropriate recommendations to solve <br />deficiencies (such as installing the C02 and humidity sensors). Johnson Controls will stand <br />behind their recomrnendations and work with the City to make sure our system is running at <br />optimum efficiency and performance. <br /> <br />. <br />
