Memo to Mayor and City Council
December 26, 2002 TCAAP Update

.

In general, information was provided relative to the following topics:

Joint Public Work Facility

. The National Guard has relocated its proposed Operations and Maintenance facility from
north of the Ramsey County facility to west of the facility along Highway 96. They
indicated a desire to work with the City to ensure that property screening is put in place.
· Jolly Mangine, Director of Property Management for Ramsey County, distributed an
information packet on the current status of the proposed Joint Public Works Facility.
This was included in the Council's December 20,2002 Non-Agenda Packet.
· Based on the preliminary schematic referenced in the aforementioned information packet,
the proposed National Guard Operations and Maintenance Facility includes
approximately 20 acres of parking.
. Colonel Lord indicated that the proposed National Guard Operations and Maintenance
Facility is not currently budgeted. However, with the County paying for the preliminary
design of the site it could be expedited.
· End of2004 Occupancy due to 1-694 reconstruction issues

.

National Guard

· The National Guard indicated an interest in acquiring the primer tracer area. As Council
may recall, this area was part of the original phase II request by the National Guard.
However, it was determined by the Army that this area should be excessed presumably in
order to expedite the remediation of the property.
· The National Guard indicated that they will be giving approximately 20-25 acres within
the Guard license area to the Army Reserve for their use. The location currently
proposed will be north and west of their existing campus at Lexington and Highway 96.

Post Office

· Bill Harper reaffirmed that the post office was evaluating the possibility of locating a
distribution and maintenance facility on approximately 80 acres of property. He also
reaffirmed that the property they are interested in is just south of County Road H.
· Bill Harper also indicated that the Post Office may be looking into a larger consolidation
of facilities at the TCAAP site. However, he indicated that this was very conceptual at
this point. The Post Office will be doing additional analysis and evaluation in the
upcoming months to determine whether TCAAP has the potential to meet its needs.

Wildlife Corridor

.

· Bill Harper indicated that the Congresswoman was committed to seeing this property
transferred during the public use dedication stage.
