It was the consensus of the group that open and timely communication was important as <br />the reuse ofTCAAP proceeds. <br /> <br />In the near future, staff will be preparing a significant issues map to highlight much ofthe <br />above information. Based on the meeting, the Council should consider the following issues: <br /> <br />Issues for Council to consider <br /> <br />1. Is the proposed location of the National Guard Operations and Maintenance <br />Facility acceptable to the Council? <br /> <br />2. Does the City have an official position relative to the location of a post office? <br /> <br />From staffs perspective, if a major distribution facility is going to be located within <br />the TCAAP property, the Post Office should work with the City, Development Team, <br />and planning process prior to selecting a specific location. This is the position of the <br />General Services Administration as well. <br /> <br />. <br /> <br />Subsequent to the meeting convened by Ramsey County Commissioner Tony Bennett on <br />December 18,2002, a meeting was held with the Development Team on December 20" 2002 <br />to provide them with an update. A synopsis ofthe meeting was provided. In addition to staff <br />from the Development Team and City, Mayor Elect Aplikowski and Senator Rod Grams <br />were in attendance. As mentioned above, it is the Development Team's preference to have <br />the Post Office work through the planning process as well. It was the consensus of those in <br />attendance to attempt to set up a meeting with the Minnesota Army National Guard. <br /> <br />Finally, the Development Team indicated a desire to sit down with the Council in January to <br />talk about TCAAP issues. It was indicated that it might be more productive to have a <br />discussion outside of a normal meeting agenda. The possibility of using a facilitator was also <br />discussed. If a facilitator is used, this would be done at the Development Team's expense. <br />Additional information will be provided as it becomes available. A Work Session will be <br />scheduled before the first Council Meeting in January to discuss this and related TCAAP <br />items. <br /> <br />· Staff and the Development Team also met with Greg Mack, Ramsey County Parks and <br />Recreation Director, on December 20, 2002 to discuss the Wildlife Corridor. It was <br />determined that additional language would be incorporated into the proposed agreement to <br />satisfy some of the concerns of the Development Team. The City Attorney is currently in the <br />process of drafting these changes. This will be discussed further at the Council's January 21, <br />2002 Work Session. <br />
