<br />I <br />I. <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />Ie <br />I <br />I <br />I <br />I <br />I <br />I <br />I. <br />I <br />I <br /> <br />The land use zoning districts in the area are identified by the City of Arden Hills <br />as I-I zoning to the north and south, and R-l (single-family residential) zoning to the <br />west and northwest. Currently, office buildings are located in these areas zoned <br />as 1-1. The City of Shoreview's Comprehensive Guide Plan (approved April 2000) <br />identifies land uses in the study area as medium density (RM) and high density (RH) <br />residential as well as office use. The City of Shoreview's zoning document identifies <br />multi-dwelling residential (R-3) and Planned Unit Development (PUD) zoning in the study <br />area. The existing land uses are consistent with these zoning districts. <br /> <br />Potential Environmental Hazards <br /> <br />Prior to purchasing the property formerly owned by Control Data Systems, two <br />Phase I Environmental Site Assessments (ESA) were completed for this portion of the site. <br />The 1997 ESA covered Building F and its boilers (see Figure 3) and the 1998 ESA covered <br />the 37.21-acre Control Data Campus in Arden Hills, which includes Building F and <br />adjacent land. <br /> <br />The 1997 ESA revealed no indications of recognized environmental conditions. The <br />1998 ESA concluded that operations on the Control Data Campus did not pose a <br />significant environmental concern. However, it was the recommendation of the 1998 ESA <br />that a limited subsurface investigation be conducted in the vicinity of the former fuel oil <br />underground storage tanks (USTs) and that sampling of elevator hydraulic fluids for <br />polychlorinated biphenyls be conducted. A Spill Prevention Control and Countermeasures <br />(SPCC) Plan and Risk Managcment Plan (RMP) was recommended for the Control Data <br />Systems operations occurring on the site at the time of this ESA. The Guidant Corporation <br />has an SPCC and RMp for their operations. <br /> <br />A subsurface investigation in the fonner UST area (identified in the 1998 ESA) was <br />conducted. Fuel oil impacts were noted in two of the boring locations. Further <br />investigation was conducted at these locations and it was determined that the impacts wcre <br />limited to the shallow subsurface soils. The fuel oil impacted soils were removed and the <br />MPCA stated that no further action was required related to the former fuel oil USTs. <br /> <br />A liquid oil sample was taken from each of the four elevator hydraulic oil reservoirs. The <br />test results revealed there were no concentrations of poly chi orin at cd biphenyls (PCBs) at or <br />above laboratory method detection limits and therefore, no recommendations were <br />provided for further investigation. <br /> <br />No further studies have been completed by Guidant for the rcmainder of the Guidant <br />Campus not included in the aforementioned ESA's; however, in September 2001, as part of <br />the completion of the Arden Hills Local Storm Water Management Plan (February 2002), <br />the Minnesota Pollution Control Agency provided the City of Arden Hills information <br />regarding contaminated site in the vicinity of Arden Hills. No sites of concem were <br />idcntificd on or immediately adjacent to the AU AR study area_ It is not anticipated that <br />other environmental hazards will be encountered on the Guidant Campus site. <br /> <br />Guidant Campus Master Plan <br />Final AUAk and Mitigation Plan <br /> <br />-11- <br /> <br />January 2003 <br />
