Adjacent residences could experience visual impacts such as increased
light.

Existing vegetation located along the western and northwestern portion of the site between
the study area and adjacent residents will continue to provide a visual buffer. Additional
mitigation will be incorporated into site development plans that will be submitted to the
city, ineluding lighting in the parking ramps that will be shielded and directed downward to
minimize glare that could be transmitted to adjacent residences. Additional planting of
deciduous, overstory, and coniferous trees will be planted all along the west and
northwestern portion of the site. Constructing levels below grade, thereby reducing the
overall height of the ramps, will further minimize visual impact of the parking ramps.
Ramps 3 and 4 in the northwest portion of the site will be constructed with one and two
levels below grade, respectively. Ramps 5, 6 and 7 will be eonstructed with two levels
below grade and Ramps I and 2 will be constructed with half a level below grade.

27. If this has not been done as part of the responses to Items 6, 9,
19, 22, and others, it must be addressed here; a brief synopsis should be presented here if
the material has been presented in detail under other items. Necessary amendments to
comprehensive plan elements to allow for any of the development scenarios should be
noted. If there are any management plans of any other local, state, or federal agencies
applicable to the AUAR area, the document must discuss the compatibility of the plan with
the various development scenario studies, with emphasis on any incompatible elements.

The City of Arden Hills certifies that its 1998 Comprehensive Plan is consistent with thc
requirement set out in 4410.3610, Subpart l, including a land use plan; a public facilities
plan (including transportation, sewer and watcr supply systems); and an implementation
program.

Guidant Campus Master Plan
Fina] AUAR and Mitigation Plan

January 2003

- 55 -
