I I The proposed project is consistent with the existing and proposed land use plans identified in the City of Arden Hills 1998 Comprehensive Plans as well as the zoning for this area (see Fignres 5 - 7). The 1998 Comprehensive Plan zoning map identifies the proposed campus and areas north and south of the campus as 1- 1 (Limited Industrial District). The purpose for an 1-1 (Limited Industrial District) is to allow only those types and intensities of industrial uses that do not detract from the surrounding area and to maintain performanee standards to keep the intensity of land utilization lower than in the general Industrial District. The Guidant Master Plan proposes the development of the campus within an area currently used for office/limited industrial and maintains a "green" buffer between the campus and adjacent land uses in conformity with zoning and existing and proposed land uses. 28. IMPACT ON INFRASTRUCTURE AND PUBLIC SERVICES EAW: WILL NEW OR EXPANDED UTILITIES, ROADS, OTHER INFRASTRUCTURE, OR PUBLIC SERVICES BE REQUIRED TO SERVE THE PROJECT? _ NO..x. YES IF YES, DESCRIBE THE NEW OR ADDITIONAL INFRASTRUCTURE/SERVICES NEEDED. (ANY INFRASTRUCTURE THAT IS A "CONNECTED ACTION" WITH RESPECT TO THE PROJECT MUST BE ASSESSED IN THE EA W; SEE "EA W GUIDELINES" FOR DETAILS.) AUAR: This item should first of all summarize information on physical infrastructure presented under other items (such as 6, 19, and 22). Other major infrastructure of public services not covered under other items should be discussed as well ~ this includes major social services such as schools, police, fire, etc. As noted above and in the "EA W Guidelines, " the RGU must be careful to include project- associated infrastructure as an explicit part of the A UAR review if it is to be exempt ;rom project-specific review in the future. As previously detailed in Items 6, 13 and 18, existing public water and sanitary sewer services can accommodate the additional needs of the proposed campus. Lateral line extensions from the existing water and sanitary scwcr mains in Fernwood Avenue will be required for the new buildings. Storm water treatment and conveyance infrastructure will be nccessary as described in Item 17. Item 6 describes roadway improvements planned for the Guidant campus. Increased fire and police protection will need to be provided to the area with the proposed expansion. However, thc nccd for these services has becn anticipated by the city and will be provided, as required, as the site develops. As there is no residential land use associated with the planned site development, no impacts to tbe local school system will result.
