In order to obtain a LOS D or better at these intersections, additional roadway <br />improvements would need to be implemented. The following improvements are <br />recommended to improve traffic operations on adjacent roadways: <br /> <br />2005 Recommended Improvements <br /> <br />. <br /> <br />An additional northbound left turn lane at Lexington Avenue/CR F. <br /> <br />A southbound and northbound right turn lane at the intersection of the 1-694 ramps with <br />Lexington Avenue. <br /> <br />Installation of traffic signals at Lexington Avenue/Guidant Drive North and Hamline <br />Avenue/CR F. <br /> <br />. <br /> <br />. <br /> <br />2020 Recommended Improvements <br /> <br />. <br /> <br />A dedicated westbound right turn lane at Hamline Avenue/CR F. <br /> <br />An additional eastbound left turn lane at the intersection of the 1-694 ramps and <br />Lexington Avenue. <br /> <br />If a north-south connection is extended north of CR 96 to CR I, a new lane <br />configuration is recommended to be built for the southbound movement at the <br />intersection of this connection and CR 96. <br /> <br />. <br /> <br />. <br /> <br />Improvemcnts to Lcxington Avenue, Guidant Drive South, Hamline Avenue and West <br />floral Drive are not recommended due to low cross street volumes and signal spacing <br />constraints. <br /> <br />BUILD CONCLUSIONS <br /> <br />In addition to the roadway improvements assumed in the 2005 No-Build condition, the <br />2005 Build condition assumes that existing Guidant Drive North will be turned over to the <br />City and will become a public street requiring the street to be modified to meet the City of <br />Arden Hills public street design standards. These improvements will likely require a traffic <br />signal to be added to the intersection of Guidant Drive North and Lexington Avenue. <br />Traffic signal timing was also assumed to be optimized along Lexington Avenue to <br />account for the higher volumes of traffic being experienced on the roadway network due to <br />the Guidant Campus site growth. The roadway geometry for the 2020 Build conditions are <br />the same as thc 2005 Build conditions, with the addition of a n0l1h-soutb connection north <br />of CR 96 to CR 1. This improvement was also assumed in the 2020 No-Build. With <br />limited public improvements planned between 2005 and 2020 and traffic volumes <br />estimated to increase, the LOS at adjacent roadways will continue to decline and the <br />majority of intersections will experience a LOS E or F by 2020. <br /> <br />MITlGA TION MEASURES <br /> <br />Guidant has worked with Mn/DOT, Ramsey County and the Cities of Arden Hills and <br />Shoreview to identify appropriate roadway improvcments to mitigate for traffic impacts <br />that may rcsult from thc thrcc stagcs of development (Phases I, 1I and III) planned as part of <br /> <br />Guidant Campus Master Plan <br />Final AUAR and Mitigation Plan <br /> <br />January 2003 <br /> <br />- 60- <br />
