<br />I <br />-. <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />.- <br />I <br />I <br />I <br />I <br />I <br />I <br />I. <br />I <br />I <br /> <br />INTRODUCTION <br /> <br />This Alternative Urban Areawide Review (AUAR) was completed by the Guidant Corporation to <br />provide environmental planning and documentation for further development of the Guidant <br />Campus in Arden Hills. As provided for in Minnesota Rules Chapter 4410.3610, Subpart I, this <br />AUAR substitutes for preparation of an Environmental Assessment Worksheet (EAW) or <br />Environmental Impact Statement (EIS) for future developments in the study area, provided they <br />are consistent with the assumptions of the AUAR. The land uses described in the proposed <br />development are consistent with those designated by the City's land use plans and zoning <br />identified in thc 1998 City of Arden Hills Comprehensive Plan. (Note: Since the Draft AUAR <br />was distributed, the City's 1998 Comprehensive Plan was approved by the Metropolitan Council.) <br /> <br />THIS ENVIRONMENTAL REVIEW WAS PERFORMED IN ACCORDANCE WITH THE <br />MINNESOTA ENVIRONMENTAL QUALITY BOARD (EQB) ENVIRONMENTAL REVIEW <br />PROGRAM, MINNESOTA RULES 4410.3610, AND THE EQB MEMORANDUM, <br />"RECOMMENDED CONTENT AND FORMAT: ALTERNATIVE URBAN AREAWIDE <br />REVIEW DOCUMENTS," DATED OCTOBER 2000. IN ACCORDANCE WITH THIS <br />GUIDANCE, THE STANDARD EAW FORM HAS BEEN USED TO COMPLETE THIS <br />REVIEW. FOR EACH ITEM DISCUSSED BELOW, A NOTE HAS BEEN INCLUDED IN <br />ITALICS INDICATING EITHER THE EQB'S RECOMMENDATION OF INFORMATION <br />NEEDED FOR THE AUAR (WHERE IT DIFFERS FROM THAT NEEDED FOR THE EAW) <br />OR THAT THE EA W ITEM IS NOT APPLICABLE TO THE AUAR. <br /> <br />NOTE TO REVIEWERS: <br /> <br />The Draft AUAR was distributed for public review on October 14, 2002 to the required <br />Environmental Quality Board (EQB) Distribution list. The public revicw and comment period <br />cnded on November 13, 2002. Comments received on the Draft AUAR have been addressed in <br />this Final AUAR and Mitigation Plan, including an appendix (see Appendix D) specifically <br />responding to each timely, substantive comment received.
