<br />. <br /> <br />. <br /> <br />. <br /> <br />~ <br />EN HILLS <br /> <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />Agenda Item 6.A.l <br /> <br />February 6, 2003 <br /> <br />TO: <br /> <br />Mayor and City Council <br />Joe Lynch, City Administrator <br /> <br />Peter Hellegers, City Planner Rt <br /> <br />Development moratorium for parcels designated on the Future Land Use <br />Map as Neighborhood Business and designated on the Zoning Map as <br />Single and Two-Family Residential. <br /> <br />FROM: <br /> <br />SUBJECT: <br /> <br />ReQuested Action <br /> <br />Consider adoption of Ordinance #343, and establish the parameters of review for the Planning <br />Commission regarding this matter. <br /> <br />Backl!round <br /> <br />Recent inquiries frOIll interested developers have brought to light conflicting designations on the <br />Future Land Use and Zoning maps in the vicinity of Cleveland Avenue and County Road E-2. <br />The Zoning Map shows the parcel at the comer of County Road E-2 and Clcveland Avenue and <br />the two and a half parcels directly south of the parcel (until the County Exception/Right-of-Way) <br />are zoned for Neighborhood Business. The area south of the County Exception is designated as <br />R-2: Single and Two Family Residential on the Zoning Map. However, the Future Land Use <br />Map shows four and a half parccls directly south of the County Exception which are currently <br />designated as Neighborhood Business (in addition to the parcels currently zoned Neighborhood <br />Busincss). <br /> <br />In August of 1995 the Minnesota Legislature made amendments to the Metropolitan Land <br />Planning Act, which state that: "If the comprehensive municipal plan is in conflict with the <br /> <br />PC #03-03 - Council Memo 021003 - Page 1 of 4 <br />
