Guidant Campus Master Plan <br />Metropolitan Council District 11 <br />Metropolitan Council Referral File No. 18832.1 <br /> <br />Dear Mr. Parrish: <br /> <br />The Metropolitan Council has conducted a review of the Alternative Urban Areawide Review (AUAR). <br />The AUAR review requires the Council to determine its adequacy and accuracy in addressing regional <br />concerns. The proposed expansion to the Guidant campus is located north of County Road F, south of <br />Guidant Drive North, west of Lexington Avenue, and east of Hamline A venue. The campus is a 92.7 acre <br />site which current land use is designated office/ limited industrial use. The existing campus is 1,158,893 <br />gross square feet of office! limited industrial use and 3,331 surface parking spaces. The proposed <br />expansion to the campus is staged in three phases, which when completed will total 2,187,893 gross <br />square feet of office/ limited industrial use and 7,027 parking ramp stalls and 615 surface parking spaces. <br />The Council's review has concluded that the AUAR is complete. The following advisory and technical <br />comments are provided below: <br /> <br />Transportation (Ann Braden 651-602.1705) <br /> <br />When fully developed, the traffic analysis for the Guidant development concludes: "with limited public <br />(roadway) improvements planned between 2005 and 2020 and traffic vojumes estimated to increase, the <br />level of service (LOS) on roadways will continue to dccline and the majority of intersections will <br />experience a LOS E or F by 2020 (LOS F indicates failure)." The AUAR states that Guidant is currently <br />working with the City of Arden Hills, Ramsey County, and the Minnesota Department of Transportation <br />to identify appropriate roadway improvements and potential funding sources for these improvements_ <br />The Final AUAR will include a Mitigation Plan that identifies measures proposed to minimize traffic <br />impacts.
