Elevations are needed
to show the impacted view for Arden Hills residents (from the North, West
and South).

"Visual impact of the parking ramps will be further minimized by
constructing two levels below grade, thereby reducing the overall height of
the ramps."

Guidant proposed putting up to 2 stories of each parking structure
underground to make them less visible, but as I mentioned before, this is of
no benefit for those of us to the West who get to see all the stories (even
those below ground) of parking ramp 3 and 4 due to the natural slope of the
terrain. In addition, residents to the West will get to see parking ramp
security lights shine down upon us, due to our lower elevation. This
situation occurs today from the bright white lights on the old Control Data
property (Building F) which shine brightly upon us during the fall and
winter months when no leaves shield there view. At night, a big white glow
eminates from the old Control Data property (Building F) and adding 8 new
buildings and 7 new parking ramps will only compound light pollution in the
area.

Page 21-22, Surface Water Runoff

"Area V flows into Wefland I and then out of the site to the northwest"

The pond in Wetland I, and the pond to the Northwest which it flows into (as
well as the pond that it flows into across Hamline), has been experiencing
increased water levels over the past several years. Although no houses are
immmediately threatened, many trees have been lost due to rising water
levels. Having record rainfall this year hasn't helped the matter, but the
possibility of increased runoff from the Guidant campus is a potential long
range concern. It is of interest though, that the pond levels have dropped
a large amount (close to 1 foot) since Karth Lake began pumping out water.

Page 30-31, Existing Traffic Operations

I have heard rumors that the 694/Snelling interchange will be modified af
some future date. I see no mention of this in fhe AUAR. Altering this
interchange could greatly affect traffic flows, especially if new
entrance/exit ramps are added. Currently, there is no exit from Eastbound
694 to Northbound Hamline, or no entrance from Southbound Hamline to
Westbound 694.

In addition, no date is given when the existing traffic measurements were
recorded. A date is needed to determine the accuracy of the recorded dafa.

Page 32, Proposed Roadway System

"Per discussions with the City, it is also assumed that by 2020, a
north-south connection will be extended north of CR 96 to CR i."

The proposed TCAAP developments will have major traffic impacts, so any

\ 6(um-HY1\..ted)

to

=t--

5

I (\

\0
