I
I.
I
I
I
I
I
I
I
--
I
I
I
I
I
I
I
I'
I

RESPONSES TO COMMENTS

MINNESOTA DEPARTMENT OF TRANSPORTATION

I. Since the Draft AUAR was published, Guidant has had additional coordination with
Mn/DOT, Ramsey County and the Cities of Arden Hills and Shoreview to discuss future
traffic improvements required for the three stage of development (Phases I, II and 1lI)
planned for the Guidant Campus expansion. These traffic improvements and the timing of
the improvements associated with each phase of development have been identified in the
Final AUAR Mitigation Plan.

2. A detailed drainage plan continues to be developed in coordination with the Rice Creek
Watcrshed District (RCWD) and is required for final City approval. A grading plan will
also be compjeted as part of the City's Building Permit process with each proposed new
building process.

The drainage plan will include measures to maintain the existing drainage rate (rate
control) in accordance with the RCWD requirements. TIle rate of storm water discharge
will not increase for the campus expansion. Hydraulic computations for both the 10- and
lOO-year rainfall events verify that all existing drainage patterns and systems affecting
Mn/DOT right-of-way will be perpetuated. The City of Arden Hills will convey this
information to Mn/DOT.

3. Thc campus expansion will not require the use of or any work within Mn/DOT right-of-
way. Future transportation improvements to the 1-694 ramps and the Hamline
Avenue/CR F intersection (as identified in the Mitigation Plan) will require work within
Mn/DOT right-of-way. Necessary approvajs/permits would be obtained prior to any work
within Mn/DOT right-of-way.

MINNESOTA DEPARTMENT OF NATURAL RESOURCES

The Minnesota Department of Natural Resources (DNR) had no further comments given that the
Draft AUAR addressed the known concentration area of Blanding's turtles. Based 011
Comment 3 received from Sherri Leu (included in Appendix D), the DNR was re-contacted
regarding the additional Blanding's turtle sighting near the project site (see the DNR letter in
Appendix C of the Final AUAR).

Guidant Campus Master Plan
Responses to Comments

-1-

January 2003
