The language of the Final AUAR has been corrected to accurately identifY that the City of <br />Shoreview's Comprehensive Guide Plan (approved April 2000) identifies existing and <br />future land uses within the City and that separate documentation identifies the zoning. <br />The Comprehensive Guide Plan identifies land uses in the study area as medium density <br />(RM) and high density (RH) residential as well as office use. The City's zoning <br />document, a separate document from the Comprehensive Guide Plan, does identifY the <br />multi-dwelling residential (R-3) and Planned Unit Development (PUD) zoning referred to <br />in the Draft AUAR. <br /> <br />2. The traffic improvements identified during coordination with MnlDOT, Ramsey County <br />and the Cities have been incorporated in the Mitigation Plan included in the Final AUAR. <br />These documents identify the traffic improvements and timing of the improvements <br />associated with each phase of development (Phases I, II and III). Prior to Guidant <br />receiving final City approval for each stage of development, thc recommended traffic <br />improvements must be implemented. Guidant has also committed to updating the July <br />2002 traffic study prior to the development of Phases II and III. <br /> <br />CITY OF SHOREVIEW (LETTER DATED OCTOBER 2, 2002 AND IDENTIFIED IN <br />THE NOVEMBER 13, 2002 DRAFT AUAR COMMENT LETTER) <br /> <br />1. Traffic improvements to Lexington Avenue and 1-694 have been identified in the Final <br />AUAR Mitigation Plan. This document identifies traffic improvements required to <br />mitigate for the traffic resulting from the Guidant Campus expansion. The timing of <br />these improvements is linked to the three phascs of campus development. Ramsey <br />County has included the construction of an addition northbound lane on Lexington <br />Avenue form Guidant Drive North to CR 96 and the installation of a traffic signal at <br />Victoria Street/Lexington Avenue in their 2003-2004 Capital Improvement Plan. These <br />improvements have been identified as being impjemented prior to the development of <br />Phase I. None of the additional improvements identified for Lexington Avenue and 1-694 <br />and associated with Phascs 11 and 11I have been programmed by the Cities of Arden Hills <br />or Shorcview, Ramsey County or Mn/DOT, as financial responsibility has yet to be <br />identified. Guidant is working with the Cities, County and Mn/DOT on potentiaj funding <br />sources.
