The language of the Final AUAR has been corrected to accurately identifY that the City of Shoreview's Comprehensive Guide Plan (approved April 2000) identifies existing and future land uses within the City and that separate documentation identifies the zoning. The Comprehensive Guide Plan identifies land uses in the study area as medium density (RM) and high density (RH) residential as well as office use. The City's zoning document, a separate document from the Comprehensive Guide Plan, does identifY the multi-dwelling residential (R-3) and Planned Unit Development (PUD) zoning referred to in the Draft AUAR. 2. The traffic improvements identified during coordination with MnlDOT, Ramsey County and the Cities have been incorporated in the Mitigation Plan included in the Final AUAR. These documents identify the traffic improvements and timing of the improvements associated with each phase of development (Phases I, II and III). Prior to Guidant receiving final City approval for each stage of development, thc recommended traffic improvements must be implemented. Guidant has also committed to updating the July 2002 traffic study prior to the development of Phases II and III. CITY OF SHOREVIEW (LETTER DATED OCTOBER 2, 2002 AND IDENTIFIED IN THE NOVEMBER 13, 2002 DRAFT AUAR COMMENT LETTER) 1. Traffic improvements to Lexington Avenue and 1-694 have been identified in the Final AUAR Mitigation Plan. This document identifies traffic improvements required to mitigate for the traffic resulting from the Guidant Campus expansion. The timing of these improvements is linked to the three phascs of campus development. Ramsey County has included the construction of an addition northbound lane on Lexington Avenue form Guidant Drive North to CR 96 and the installation of a traffic signal at Victoria Street/Lexington Avenue in their 2003-2004 Capital Improvement Plan. These improvements have been identified as being impjemented prior to the development of Phase I. None of the additional improvements identified for Lexington Avenue and 1-694 and associated with Phascs 11 and 11I have been programmed by the Cities of Arden Hills or Shorcview, Ramsey County or Mn/DOT, as financial responsibility has yet to be identified. Guidant is working with the Cities, County and Mn/DOT on potentiaj funding sources. The traffic improvements identified for Lexington A venue and 1-694 will have to be completed, regardless of who funds them, prior to the City of Arden Hills final approval of Phases II and III.
