Mn/DOT comments received on the Draft AUAR were forwarded to the City of <br />Shoreview by the City of Arden Hills. Ramsey County did not submit any comments on <br />the Draft AUAR. <br /> <br />3. The installation of the traffic signal at Lexington AvenueNictoria Street and the addition <br />of a northbound lane from Guidant Drive North to CR 96 are included in the <br />2003-2004 Ramsey County Capital Improvement Plan. The County has plans to <br />implement these improvements whether or not the Guidant Campus Expansion occurs. <br /> <br />4. As part of the traffic improvements to be completed for Phase I, the Final AUAR <br />Mitigation Plan identifies the necessity to synchronize the signals along Lexington <br />Avenue at Guidant Drive North and Victoria Street. <br /> <br />5. As noted in response to Comment 3, the County plans to expand Lexington Avenue <br />between 1-694 and CR 96 to a four-lane roadway by 2003-2004. Lexington Avenue <br />would be re-striped as part of this reconstruction. The intersection of Lexington Ave/Red <br />Fox Road is beyond the AUAR study area but within Ramsey County jurisdiction. As <br />part of the traffic improvements to be completed for Phase II, the Final AUAR Mitigation <br />Plan identifies reconstruction of the intersection of Lexington Avenue and CR F (see <br />Mitigation Plan for a detailed description of this reconstruction). <br /> <br />6. Off-site sidewalks as well as bicycle/pedestrian facilities may be considered by the Cities <br />of Arden lIiJls and Shoreview, the County and/or Mn/DOT during the implementation of <br />traffic improvements in the study area. Guidant is planning on constructing sidewalks as <br />part of their campus expansion to provide internaj pedestrian circujation for their <br />employees. <br /> <br />SHERR! LEU <br /> <br />I. The Draft AUAR Fish, Wildlife and Ecologically Sensitive Resources discussion <br />(Item ll) identified the mammals, birds and aquatic life typically associated with the <br />study area's habitat and commonly identified within the study area. We acknowledge that <br />numerous other mammals, birds and aquatic life may be seen within the study area. <br /> <br />2. Many factors have been studied by ornithologists to determine the causes of bird fatality <br />in both everyday flight patterns as well as migration. Many reasons for fatality have been <br />hypothesized such as continuous illumination of tall structures at night, the use of <br />mirrored windows, and extreme bird activity in a defined geographical area through the <br />attraction of birds with feeders. There are also many natural causes of bird fatality such <br />as flight exhaustion and weather conditions.
