The Guidant Campus Master Plan (September 2002) identifies <br />other measures that have been incorporated into the site plan to minimize visual impacts <br />of the parking ramps including: <br /> <br />. <br /> <br />The use of high-pressure sodium lamps (yellow light) over metal halide lamps (white <br />light). <br /> <br />Positioning parking ramp light to mlmmlze "spot light" effect on neighbors <br />("Neighborhood Glare"). <br /> <br />Ramp design will incorporate screening material to shield lights from neighbors. <br /> <br />Landscaping (trees) will also be implemented to further screen the parking structures <br />from adjacent residents. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />A general description of these considerations is included Item 26 of the AUAR. These <br />considerations are consistent with the requirement of Section 6.D.3 of the City of Arden <br />Hills Zoning Ordinance. <br /> <br />7. A drainage plan has been completed for the Guidant Campus including measures for rate <br />control of runoff, a Rice Creek Watershcd District requirement. The Guidant Campus is <br />required by Rice Creek Watershed District to at least maintain the rate of storm water <br />volumes entering the drainage system. The strategies dcveloped for rate control were <br />based on the best available information including past water jevels. <br /> <br />8. Mn/DOT currently has improvements to the I-694/Snelling Avenue interchange included <br />in their 2012 Work Study Program. This improvement is not included in the AUAR as it <br />is not required for the Guidant Campus Expansion. <br /> <br />9. The existing traffic data for the AUAR study area was collected on March 12 and 13, <br />2002. <br /> <br />10. Detaijs on the location of a future north-south connection proposed to extend north of <br />CR 96 to CR I were not provided in the Draft AUAR because further consideration must <br />be given to development of the TCAAP site and associated traffic need/issues of this sitc. <br />Approximately 668 acres in the southwest portion of the TCAAP site is to be made <br />available for redevelopment. Thc City of Arden Hills is beginning a mastcr planning <br />process for this land to determine the appropriate levels and types of devejopment. This <br />master planning process will include a traffic element that wi]] consider recommended <br />development scenarios, associated impacts to adjacent roadways and necessary <br />traffic/roadway improvements for the recommended development. In addition, Ramsey <br />County is preparing design plans for a public works maintenance facility in the northwest <br />quadrant ofCR 96 and Hamline Avcnue. <br /> <br />1 J.
