The number of parking spaces on a site
is based on the number of employees, amount of planned visitors, building square footage
and City requirements. Generally, the number of required parking spaces is higher than
the number of employees. Guidant has worked with MnlDOT, Ramsey County and the
Cities of Shoreview and Arden Hills to identify appropriate roadway improvements to
mitigate traffic impacts associated with the three stages of development planned as part of
the Guidant Campus expansion.

These improvements have been incorporated into the Final AUAR Mitigation Plan. The
Mitigation Plan document identifies the traffic improvements and timing of the
improvements associated with each phase of development. Prior to Guidant receiving
final City approval for each stage of development, the recommended traffic
improvements must be implemented. Guidant has ajso committed to updating the July
2002 traffic study prior to Phases II and III.

The Guidant Campus access point onto Hamline Avenue and across from West Floral
Drive will remain open as part of the campus expansion. Based on existing traffic
patterns, it is anticipated that only about 35 pcrccnt of traffic from Ramp #1 would use
this west exit. No traffic improvements are pjanned for this intersection as part of the
campus expansion. Future traffic volumes are too low to warrant a signal.

Guidant Campus Master Plan
Responses to Conunents

-11-

January 2003
