<br />I <br />I. <br />I <br />I <br />. <br />I <br />I <br />. <br />. <br />.e <br />I <br />I <br />I <br />I <br />I <br />I <br />. <br />.- <br />. <br /> <br />TIME FRAME FOR IMPLEMENTATION <br /> <br />Traffic improvements required to support development and related impacts will be completed as <br />identified above and in the PUD Master Plan - Phasing Schedule and PUD Permit and <br />Development Agreement. <br /> <br />FINANCIALLY RESPONSIBLE PARTY/PARTIES <br /> <br />Phase I <br /> <br />The Guidant Corporation has been identified as the responsible party for the reconstruction of <br />Guidant Drive North, if converted to a public roadway, and the installation of a signal at the <br />intersection of Guidant Drive North/Lexington A venue. <br /> <br />Ramsey County has already identified planned improvements along Lexington Avenue in <br />2003-2004 and will be the responsible party for reconstruction of Lexington Avenue from <br />Guidant Drive North to CR 96, installation of the traffic signal at Victoria Street/Lexington <br />Avenue and synchronization of the signals at Victoria Street and Guidant Drive North along <br />Lexington Avenue. <br /> <br />Phase II and III <br /> <br />Financial responsibility for the traffic improvements associated with Phase II and III have not yet <br />been identified. Guidant is continuing to work with the Cities, County and Mn/DOT on potential <br />funding sources. Potential funding sources include: Cooperative Agreement Program (between <br />the City and Mn/DOT); Hazard Elimination System (HES); Metropolitan Council's Surface <br />Transportation Program; City Major Capital Improvement Funds; Tax Increment Funding, bonds, <br />etc. Prior to final City approval of Phases II and III, the identified traffic improvements will need <br />to be completed, regardless of who pays for them. <br /> <br />3.6 ViSUAL IMPACTS <br /> <br />3.6.1 Summary of Impacts <br /> <br />The proposed development will not create non-routine adverse visual impacts, however; it will <br />alter views of the AUAR study area from thc adjacent properties. Adjacent residences could <br />experience visual impacts such as increased jight and buildings in this area. <br /> <br />3.6.2 Mitigation Measures <br /> <br />Existing vcgetation located along the westem and northwestern portion of the site between the <br />study area and adjacent residents will continue to provide a visual buffcr. Additional mitigation <br />will be incorporated into site developmcnt plans, including lighting in the parking ramps that will <br />be shielded and directed downward to minimize glare that could be transmitted to adjacent <br /> <br />Guidant Campus Master Plan <br />Final !v'litigation Plan <br /> <br />-[1- <br /> <br />January 2003 <br />
