Update

Ramsey County held a public information meeting on Wednesday, February 12th at Arden Hills
City Hall which 45 people (including the Council and staff that were present) attended.
According to the representative from Ramsey County the most frequently voiced questions were
related to a potential grade separation at the intersection of Highway 96 and Highway 10 which
are not part of this project (the Highway 96 reconstruction project would stop just west of the
current North Heights driveway entrance).

Subsequent to that meeting, representatives from North Heights Church; the church's building
contractor, engineer, and architect; Ramsey County; URS; and City staff met to discuss the
possibility for a new entrance to North Heights Church from Highway 96. The proposed
entrance would be slightly east ofthe current North Heights entrance and could align with a main
entrance to the TCAAP property. The intersection could be signalized in the future and would
alleviate concerns from some residents that the main TCAAP entrance would align with Snelling
Avenue (and potentially cause more traffic south of Highway 96 on Snelling).

Staff Recommendation

Discuss alternatives for Highway 96, formal action will need to be taken at the March 10th
meeting,

Highway 96 - Council Memo 02/20/03.
