.

.

.

Page Two
City of Arden Hills

Public Sector Executive Selection and Assessment is one ofMDA's strongest areas of expertise.
We believe we are particularly well acquainted with the workings of local government through our
work with tbe City of Minneapolis and other public agencies. The appendix to this proposal
presents a list of approximately 80 managerial and executive selection and assessment
engagements, and highlights our work. We feel that we have in-depth knowledge of the concerns
and requirements that public, governmental, and other non-profit officials and agencies have when
selecting senior leaders.

MDA Staff and Principals Assigned to This Project

Currently, MDA Cousulting Group employs 26 staff members consisting ofpsychologists,
consultants, and support staff. MDA Consulting Group is owned and managed by Dr. Sandra
Davis, CEO, and Dr. Robert Barnett, Executive Vice President.

Should MDA be selected as the City of Arden Hills' consultant, Dr. Robert C. Banlett would direct
the project. Dr. Barnett has extensive experience in public sector executive selection. He has led
all pnblic sector selection projects for MDA since 1986, including for positions such as Chief of
Police, Director of Human Resources, Convention & Visitor's Association CEO, City Engineer,
City Assessor, City Coordinator/Manager, and Director of Finance among others.

MDA has a full complement of experienced staff available to devote to this project. We anticipate
the project would require the efforts of approximately 2-4 MDA staff. A consultant team would be
composed from among the following individuals, based on their availability and workload at the
time the project is initiated. Each of the following individuals has substantial experience with
public sector selection work. Staff biographies are included for the senior consultants.

. Robert C. Karla Sovereign

MDA Consulting Group's Approach to the Project

The RFP requests consultant services that can be described in several steps or components. Each
project component is outlined below and presents in detail the process we propose for screening
and assessment. Our approach assumes active involvement by the City of Arden Hills. Throngh
discussion with the City, we would tailor the project and the associated costs to fit current needs
and circumstances.

Step One: Profile Development, If a current position profile is not available, MDA will work
with City of Arden Hills to update or develop one, based on an evaluation and understanding ofthe
City's needs and financial conditions. If the City desires a more inclusive process for developing
the position profile, MDA will meet with and interview key stakeholders. The desired goal would
be to prepare a complete prospectus for the position and all collateral materials and information
(advertising copy, letters, etc.) that would be used in a comprehensive recruiting process.
