I have attached a set of plan sheets for <br />your information regarding the proposed improvements. <br /> <br />Proiect Overview <br />Reconstruction of roadway with concrete pavement, curb and gutter and storm sewer to <br />essentially the same four lane configuration with shoulders and turn lanes. Full access will be <br />provided at the North Heights Church entrance, Snelling Avenue, Keithson Drive, Hamline <br />Avenue and the City Hall entrance. Hamline Avenue will receive a new signal and dual left turn <br />lanes from westbound 96 to southbound Hamline - this improvement will require some ROW <br />acquisition along the west side of Hamline Avenue. The proj ect includes the construction of a 10 <br />foot wide bituminous trail along the south side of the roadway and a five foot wide concrete <br />sidewalk between Ham1ine Avenue and Lexington Avenue along the north side of the roadway. <br />Two regional storm water ponds will be constructed as a part of the improvements to treat runoff <br />from the roadway and adjacent properties. This project does not include streetlighting except for <br />the Hamline A venue intersection. Landscaping improvements are scheduled to be installed under <br />a separate contract to be let in 2004. <br /> <br />Design Issue <br />Jim Tolaas recently met with City staff and North Heights Church regarding their request to <br />relocate the main church entrance approximately 400 feet to the east as a part of their proposed <br />expansion plans. The new entrance will be designed as a full access intersection to serve the <br />TCAAP property in the future. Snelling A venue would become a Tee intersection and only serve <br />the neighborhoods to the south. City staff believes that this modification is in the city's best <br />
