The access relocation is recommended to be included in the project by City staff <br />for these reasons. <br /> <br />Cost Issues <br />The project will require a limited amount of city funding for the following items: <br />· Off site Drainage: (MnDOT requires cities to pay for that portion of the storm sewer and pond <br />system which treats runoff from areas outside of the roadway ROW. MnDOT will make a <br />determination of this percentage as a part of their approval) <br />· EVP: MnDOT requires cities to pay for Emergency Vehicle Preemption equipment at <br />signalized intersections, this will cost approximately $10,000. <br />· Sidewalk: MnDOT may not participate (or partially participate) in funding the sidewalk on <br />the north side of the roadway between Hamline A venue and the Army Reserve driveway. <br />· Watermain: As a part ofthe project the City Engineer recommends the construction of a <br />watermain stub to the north to serve future TCAM development at the North Heights Church <br />intersection and a loop connection from City Hall across Highway 96 to the watermain on the <br />south side ofthe roadway. In addition, the City Engineer recommends that the watermain <br />between Hamline Avenue and Snelling Avenue be upgraded to 12" diameter per the City's . <br />watermain masterplan. The County improvements will require segments of this watermain to <br />be relocated to avoid storm sewer and therefor will assist in the relocation cost (but not the <br />upgrade cost). Our estimate of costs for the watermain stub and connection improvements are <br />$50,000. The watermain reconstruction between Hamline and Snelling Avenues is estimated <br />to cost $150,000 however we anticipate that the County project will fund a portion ofthis <br />amount (approximately 50%). <br />· lrrigation: lfthe Council desires to install irrigation stubs in the medians and other areas, this <br />work should be included with the roadway project. All costs associated with irrigation will be <br />borne by the City. We estimate irrigation taps to cost approximately $30,000. Additional <br />costs would be incurred in the future to construct an irrigation system in the medians <br />(sprinkler heads and piping, etc.). <br />· Streetlighting: The project does not include streetlighting however if the City council elects <br />to incorporate continuous streetlighting, approximately $415,000 offunding would need to be <br />provided by the City. <br />Funding Sources: The city may elect to use State Aid funds for storm sewer, EVP, and sidewalk <br />improvements. The Council may elect to use general funds or PMP funds to pay for these <br />improvements. City costs related to watermain improvements will be borne from the Watermain <br />Utility Fund. <br /> <br />. <br />
