Based on our conversations, it is my understanding that you <br />are in need of approximately six (6) to nine (9) months of finance and accounting services in the <br />following areas: <br /> <br />o Investments and cash flow analysis <br />o Incorporating the 2002 financial data and supporting narrative in the 2003 Budget document <br />o Technical analysis, revenue forecasting, and general support in the 2004 Budget process <br />o State Auditor year end reports <br />o Building Permit report <br />o General support in the Springbrook accounting software package including various reports, <br />shortcuts, etc. <br />Utility Billing conversion to Springbrook <br /> <br />. 0 <br /> <br />It is further my understanding that Arden Hills' auditors will be in to perform the audit during the first <br />week of April, 2003, and that Ehlers and Associates will prepare your TIF Reports. <br /> <br />Based on the areas noted above, I am confident that Brenda Davitt, Roseville's Assistant Finance <br />Director will be able to provide these services in a professional and efficient manner. Brenda has over <br />15 years experience in governmental finance with expertise in all of the areas noted above, and is far <br />more familiar with Arden Hills' financial operations than other potential persons. <br /> <br />Given the temporary nature of this particular situation, as well as other reasons, I feel it is best if the City <br />of Arden Hills hires Brenda as an independent contractor. This will ensure easier record-keeping, and <br />will more accurately reflect the cost of outsourcing these duties. I would offer my services as needed <br />without a fee, as a 'professional courtesy' to a neighboring city. <br /> <br />I would suggest a fee of $60 per hour, although the final amount should be worked out between Arden <br />Hills and Brenda, if an independent contractor approach is used. This amount is roughly equivalent to I <br />V, times Brenda's current earnings rate, which reflects the 40+ hours she will now be working. In <br />addition, this rate is the same rate used in the existing Joint Powers Agreement for IT Support, and is <br />less than the amount Arden Hills would likely pay for contracting with Ehlers & Associates (Arden <br />Hills' financial advisor) or Abdo, Eick, & Meyers, LLP (Arden Hills' auditors). Contracting with either <br />of these entities would likely command an hourly rate of $75 or more for an on-going service contract. <br />Again, I would offer my services as needed without a fee. <br /> <br />.AS far as scheduling goes, Brenda would continue to work 40 hours per week for the City of Roseville, <br />but would add approximately 8-10 hours per week in the initial month. The amount of hours could <br />fluctuate thereafter depending on the particular needs. Brenda would be available to spend two (2) <br /> <br />3/5/2003 <br />
