PROPOSED ACTIVITIES FOR PROVIDING SERVICES <br /> <br />1. <br /> <br />ASSISTANCE IN ESTABLISHING JOB-RELEVANT QUALIFICATIONS AND RECRUITMENT <br /> <br />Initially the City must estabiish qualifications that are consistent with the City's perceived needs and <br />job-relevant under Equai Employment Opportunity (EEO) standards. Qualifications should stipulate <br />minimal job-relevant requirements and also include additional desirable job-relevant qualifications. A <br />critical decision in establishing job-relevant qualifications is determining required and desirable levels <br />of experience and education concerning essential supervisory and administrative job functions. The <br />consultant is available to meet with City officials to provide assistance in developing job-relevant <br />minimal and desirable qualifications. <br /> <br />In order to encourage qualified applicants to apply the City should plan its recruitment strategy. <br />Recruitment at the Administrator level typically includes not only determining where to advertise the <br />notice of job opening and requirements, but also what information to provide. Additionally, contacts <br />may also be made with City Administrators and Managers concerning the job opportunity. The <br />consultant has broad contacts with other govemmental agencies and is available to assist the City in <br />the development and implementation of a recruitment strategy. <br /> <br />To provide pertinent information to the applicants regarding the City of Arden Hills' services and the <br />City Administrator position, the consultant will create a Community/Position profile. This profile will <br />be sent to the applicants along with all other application materials. The Community/Position profile <br />will provide an overview of the City's organizational structure and services as well as a brief overview <br />of the community. The profiie will also review the City Administrator's position description, <br />background and experience requirements, management capabilities, and position priorities. <br /> <br />Estirnated hours = 48 hours @$84.00/hr...................................... $4,032.00 <br />'This does not include the costs of advertisements. <br /> <br />II. <br /> <br />ASSISTANCE IN SCREENING APPLICANTS <br /> <br />The consultant is available to assist the City in screening candidates to determine an appropriate <br />candidate pool for further consideration. The consultant will develop a supplemental questionnaire <br />for candidates to complete along with the City's regular application form. This supplemental <br />questionnaire will ask specific questions related to the position regarding experience and abilities. <br />The consultant should then review applications, supplemental questionnaires and resumes. The <br />consultant will prepare a Training and Experience evaluation form to be used to evaluate candidate <br />applications, supplemental questionnaires and resumes. A determination will be made as to which <br />candidates best meet the qualifications desired by the City. A list of candidates for further <br />consideration will be submitted to the City. <br /> <br />Estimated hours = 35 hours@$84.00/hr.......................................$2,940.00 <br /> <br />III. <br /> <br />JOB-RELEVANT SELECTION TESTS <br /> <br />Development of the oral examination and written in-basket examination by the consultant will include <br />job-relevant material based in part on information provided by City officials and management, by <br />outside sources and also drawn from our knowledge and experience concerning city administration. <br />Both the oral and written examinations will be created specifically for the City of Arden Hills (Labor <br />Relations Associates, Inc. does not develop "off the shelf' exams for use in more than one <br />jurisdiction.) The oral examination will be consistent with Equal Employment Opportunity guidelines <br />and will be conducted by a panel to be selected by the consultant and the City. Panel members will <br />receive training provided by the consultant. The in-basket examination will be administered by the <br />City, since only a monitor is needed. <br />
