QUALIFICATIONS OF CONSULTANTS <br /> <br />Professional assistance would be provided by a team of one principal consultant and two assistants. <br />Biographica[ summaries are presented below: <br /> <br />Bill Joynes - Principal Consultant <br /> <br />Bill Joynes' career in public service spans 32 years in executive level positions. The last 19 years he has <br />served as the City Manager/HRA Director for the City of Golden Valley, Minnesota. He is an Associate <br />Professor and Associate Dean at Hamlin University in the Graduate School of Public Administration and <br />Management where he teaches Human Resource Management and Public Sector Dispute Resolution <br />concentrating on negotiation, mediation and arbitration skills. He additionally serves on the faculty of the <br />University of Minnesota Employer Education Service, the Century College Management Certificate <br />Program, and the Southern Minnesota Public Safety Executive Deve[opment Program. <br /> <br />. <br /> <br />Bill joined Labor Relations Associates in the fall of 2002 and will serve clients in all areas dealing with <br />human resources as well as management advocacy in labor relations activities. Bi[[ holds a B.A. in <br />Psychology from the University of Minnesota, a Master's Degree in Public Administration from Occidental <br />College in Los Ange[es, California, and is a graduate of the Coro Foundation Nationa[ Public Affairs <br />Fellowship Program in SI. Louis, Missouri. <br /> <br />Ann Antonsen - Consultant <br /> <br />Ann Antonsen received a BA degree in Psychology from the University of Minnesota. Her responsibilities <br />include development/design of compensation systems under the State pay equity [egislation; contract <br />negotiations, mediation and arbitration; grievance arbitration; recruitment; and handling of complaints under <br />equal employment and Americans with Disabilities legislation. <br /> <br />Judy Skauae <br /> <br />Judy Skauge's human resource experience includes six years as the Personnel Director for the City of <br />Moorhead. personnel manager with a manufacturing company. and training and development coordinator <br />and work management analyst in the health insurance industry. Her present responsibilities include the <br />development of personnel policies and compensation systems, recruitment and contract negotiation and <br />arbitration. <br /> <br />. <br />
