Albers <br />~ JK.f+.. <br />Traffic Study for New Anchor Bank in the City of Arden Hills <br /> <br />RE: <br /> <br />PURPOSE AND BACKGROUND <br /> <br />The purpose of this memorandum is to present our findings and recommendations <br />regarding proposed access arrangements for the Anchor Bank development in the <br />southwest comer of the County Road ElPine Tree Drive intersection in the City of Arden <br />Hills. The primary objective of this traffic study is to determine if an exit-only driveway <br />on County Road E is feasible in terms of providing acceptable operations. <br /> <br />The proposed access on County Road E would allow drive-through customers to exit the <br />site without driving through the parking lot. This exit would be convenient for the drive- <br />through customers and would reduce pedestrian/vehicle conflicts within the site. <br /> <br />To address the feasibility of an exit-only driveway, three main points were considered in <br />order to effectively respond to questions raised by City officials: <br /> <br />. Level of service on County Road E at Pine Tree Drive and at the proposed <br />driveway, <br />. Whether interference would be caused between the driveway and the queue of <br />eastbound motorists on County Road E stopped at Pine Tree Drive. <br />. Whether the driveway would cause any safety problems on County Road E. <br /> <br />Develoument Characteristics <br /> <br />Under the proposed development, an existing insurance claims office building will be <br />converted and expanded into a bank facility with four drive-through windows in the <br />southwest comer of the County Road E/Pine Tree Drive intersection. The expanded <br />building will be 6993 square feet. Currently the site's only access is onto Pine Tree <br />Drive. A second exit-only drive is proposed onto County Road E, 195 feet west of Pine <br />Tree Drive. This driveway location is as far west as possible, without disrupting the <br />detector for eastbound traffic on County Road E. <br />
