<br />Mr. Todd Mohagen <br />Mr. Tom Jacobson <br /> <br />-2- <br /> <br />March 7, 2003 <br /> <br />Originally, the proposed County Road E access was to be an angled right-turn only exit- <br />only drive, However, since there is no median at that point separating the eastbound and <br />westbound traffic on County Road E, a left turn still physically could be accomplished. <br />Due to the angled drive, the vehicle would be exposed to the oncoming traffic for a <br />longer period of time than if the driveway was at a 90 degree angle to the road. <br /> <br />A second difficulty with this concept of an angled right turn out only driveway is that <br />some exiting motorists would attempt to make a U-turn at Pine Tree Drive or other <br />locations along County Road E in order to proceed westbound, Due to the preceding <br />difficulties, we do not support an angled right turn out only driveway, Therefore, for the <br />purpose ofthis analysis, we have addressed the feasibility of a 90 degree driveway to <br />County Road E that would accommodate right and left turn exiting movements only. <br />Entering movements would be prohibited. <br /> <br />Roadwav Characteristics <br /> <br />In order to determine existing traffic conditions, p.m. peak period traffic counts Were <br />conducted at the County Road EJPine Tree Drive intersection on Tuesday, February 18, <br />2003 from 4:00 p.m. to 6:00 p,m. Existing traffic operations at the County Road EJPine <br />Tree Drive intersection were also observed at these times. <br /> <br />County Road E from the Highway 51 East Ramp to Lexington Avenue is an east/west <br />four-lane arterial roadway with a center turn lane, At Pine Tree Drive, County Road E <br />has a westbound left turn lane with a 100 feet of storage and a 3 foot wide median. West <br />of Pine Tree Drive there is a 10 foot wide, 100 feet long median. Pine Tree Drive at <br />County Road E is a north/south 4-lane collector. The County Road E/Pine Tree Drive <br />intersection is a signalized T-intersection with east, west, and south legs. The traffic <br />signal is part of a coordinated system along County Road E. Protected/permissive traffic <br />signal phasing is provided for the westbound left turn movement. <br /> <br />County Road E has 13 driveways between the Highway 51 East Ramp and Lexington <br />Avenue, The majority of these access points are full access drives. On the southeast <br />comer of the County Road EJPine Tree Drive intersection there is a Wells-Fargo Bank <br />with drive-through facilities. A right and left turn exit-only access for the Wells Fargo <br />Bank is located 150 feet east of the County Road E/Pine Tree Drive intersection, <br /> <br />TRAFFIC FORECASTS <br /> <br />Existing Traffic Volumes <br /> <br />The main purpose of the report is to determine the effect that the proposed development <br />will have on the surrounding area. Since the period of the busiest traffic activity is the <br />p.m, peak period, a traffic count at the County Road ElPine Tree Drive intersection was <br />conducted from 4:00 p,m. to 6:00 p.m. on Tuesday, February 18, 2003. From the data <br />collected, the p.m. peak hour occurs from 4:30 p.m. to 5:30 p.m, <br /> <br />, <br /> <br />e <br /> <br />. <br /> <br />. <br />
