Traffic

Traffic has remained one of the key issues for the Campus Master Plan. However, the
Master Plan Amendment would neither increase the amount of traffic cl1ntemplated in the
Master Plan nor change the phasing schedule that was approved as part of the Master _
Plan. For reference. staff has received several telephone calls and one letter (attached) ,.,
about the traffic at the intersection of County Road F and Hamline. The general belief is
that the additional traffic at Guidant will only worsen the problem.

The Guidant Master Plan PUD Phasing Schedule shows the reconstruction of the
intersection of Hamline Avenue and County Road F contemplated for somewhere
between 2010 and 2015. This would follow the construction of Building L. Building
Addition I, and Building K. Staff recognized the residents' concemsand believes that
through the joint effort of Guidant Corporation, Ramsey County, MnDDT, and the City
of Arden Hills, it may be possible reconstruct this intersection sooner than anticipated. It
would serve all parties to expedite the elimination of this traffic problem.

Staff Recommendation

In Planning Case #03-05 staff recommends approval ofthe Planned Unit Development Master
Plan Amendment with the following conditions:

1.
