The applicant shall obtain final plat approval prior to the issuance of an occupancy permit. 2. A final grading, drainage, and utility plan be submitted to and approved by the City Engineer. 3. The applicant shall submit a landscape performance bond or other surety for 125% of the cost of materials and installation valid one full year from the date of installation prior to the issuance of a building permit. 4.
