At <br />the Conncils' direction, the City Engineer has explored suitable locations and put together a cost <br />estimate of both, a, pedestrian underpass and overpass. <br /> <br />Location Study <br />The Engineer has determined that a pedestrian underpass could be constructed adjacent to the <br />existing city maintenance facility, as suggested by the PTRC. Additionally, a pedestrian <br />overpass could be constructed at either the maintenance facility location or at a location near the <br />North Heights Church entrance. The proposed North Heights Church entrance is being <br />constructed opposite the future access to the proposed TCAAP development and would likely be <br />signalized at that time. <br /> <br />The close proximity to a potential signalized at the North Heights Church location is a drawback <br />as many pedestrians/cyclists would utilize the signal to cross and avoid going up or down to a <br />bridge underpass. Ideally an underpass or overpass would be located mid block to avoid <br />conflicts and "competition" with the signalized intersection. <br /> <br />It should be noted that if an overpass at TH 10 is constructed in the future a pedestrian way <br />could be incIudedin conjunction with that bridge. <br /> <br />Underoass 02' x 12' Box Culvert) <br /> <br />Construction of an underpass at the maintenance facility would require substantial grading and <br />excavation to the approaches especially on the maintenance facility side. Existing grades on the <br />north side of the roadway would work a little better assuming an agreement could be worked out <br />with Ramsey County for an approach on the north side. <br />
