<br />Existing utilities also provided a challenge to the construction of an underpass. There are <br />crossings of gas lines, watermain, and sanitary sewer, all of which would need to be raised, <br />lowered or relocated. The sanitary sewer provides the greatest challenge because it would be <br />difficult to relocate. The underpass would need to be constructed below the sanitary sewer, <br />which is already 8-feet below the proposed road profile. The bottom of the underpass box <br />would be approximately 21 to 22 feet below the proposed roadway profile. <br /> <br />. <br /> <br />Drainage is also a concern; a drain system will need to be constructed for the tunnel since it <br />would be below surrounding grades. The nearest connection point to the proposed storrn sewer <br />along CSAH 96 would be approximately 700-feet away. <br /> <br />Overpass (l4-foot wide bridge. 12-foot walkway) <br /> <br />Similar to the underpass the approaches will require a large amount of land and grading to meet <br />ADA requirements. <br /> <br />An over pass would be easier to construct after CSAH 96 has been completed and would have <br />minimal impacts to the traffic on CSAH 96 during construction. It would also be easier to avoid <br />existing utilities with an overpass verses an underpass. <br /> <br />Considerations <br /> <br />Both the underpass and overpass options will require a trail extension on the north side CSAH 96 . <br />of approximately 360(}'feet to connect between Hamline Avenue and the North Heights Church <br />entrance. There is no plan at this time to extend the trail to the west on the north side ofCSAH <br />96 beyond the North Heights Church entrance. As of now there is not a set plan for the <br />redevelopment of the TCAAP, which should be the driving force behind any location for an <br />underpass or overpass. <br /> <br />Both the underpass and overpass options will require regular maintenance and inspections as they <br />would be bridges and would be added to the Cities list of Bridges that are required to be <br />inspected every 2to 3 years. <br /> <br />CSAH 96 Project Impacts <br /> <br />The plans for the reconstruction of CSAH are complete and the project is almost ready to bid out. <br />Including an underpass with this project would require the design of the underpass and <br />subsequent review and approval by MnDOT. As the intent of CSAH 96 reconstruction project is <br />to complete it in one year the project would be pushed into the summer of2004 at the earliest for <br />construction. <br /> <br />An overpass could be constructed as a separate project from CSAH 96 and could be completed <br />when the planned TCAAP redevelopment is better known. <br /> <br />. <br />
