The City Engineer explains the project and policies. <br /> <br />3. The Mayor explains the rules for the Public Hearing. <br /> <br />. Property owners need to approach the podium, state their name and address <br />before stating their comments/objections. <br /> <br />. Property owners have a three minute time limit at the podium to allow <br />everyone a chance to speak. <br /> <br />. Anyone who wants to object to their assessment MUST file a WRITTEN <br />objection prior to the close of the public hearing. Fonns along with pens are <br />located on the sign-in table in the lobby. Please submit all fonns to Thomas J. <br />Moore. <br /> <br />. The Council will not take any action/make specific comments regarding a <br />specific question/objection until ALL questions/objections have been made. <br />General non-assessment questions may be answered. <br /> <br />4. The Deputy Clerk announces that the appropriate notices have been published and . <br />mailed. <br /> <br />5. The Mayor opens the public hearing. <br /> <br />6. Property owners/residents are invited to state their objections/comments/questions. <br /> <br />7. Staff and/or Council will respond to general non-assessment related questions. <br /> <br />8. Staff responds to questions posed during the public hearing. <br /> <br />9. The Mayor requests a motion to close the public hearing. <br /> <br />10. The City Council then directs Staff to provided written documentation/infonnation <br />on the various objections and that this infonnation will be presented at the next <br />Council meeting on April 14, 2003. (This will allow an orderly, systematic, <br />thorough review process to be undertaken by Staff.) Staff will then notify/contact <br />each of the residents who filed an objection that they should appear at the April 14, <br />2003 Council meeting for a final detennination. <br /> <br />11. Continue the Public Hearing to April 14, 2003. <br /> <br />12. On April 14, 2003, the Council rules on all objections. The assessment role is then <br />adopted. (Approval requires three votes.) <br /> <br />. <br />
