The proposed assessments are based only on the roadway improvements, drainage <br />improvements are to be entirely funded by the Storm Water Utility although the assessment <br />policy does allow for the assessment of storm water improvements. <br /> <br />The determination of front footages for residential properties in the assessment role utilized the <br />assessment policy as well. Most properties are rectangular in shape and the front footage directly <br />correlates to the width of the lot fronting the street. A number of properties in this project have <br />irregular shapes or are located on corners with two frontages. The Assessment policy outlines <br />procedures to "normalize" the frontage calculation in these cases so that residents are generally <br />being assessed equally throughout the neighborhood (assuming comparable lot sizes). A number <br />of properties do not "fit" nicely into the established formulae and therefor staff made our best <br />attempt at applying the rules to those individual properties when developing the assessment role. <br /> <br />Prior to mailing the assessment hearing notices, the City Engineer and Director of Operations and <br />Maintenance reviewed the front footage calculation of each parcel of the preliminary assessment <br />role using property map/plat information developed as a part of the final design of the project. <br />
