As you already know, Johnson Controls completed a <br />commissioning report on the Heating, Ventilation, and Air Conditioning (HV AC) and Building <br />Automation Systems (BAS). A copy of that report is enclosed. Although much of the report is <br />very technical in nature, it does plainly list pass or fail notations for many of the functional tests <br />that were performed. In reviewing the report it is apparent many deficiencies exist. <br /> <br />Staff has had two meetings with the architect, mechanical engineer, general contractor, and the <br />subcontractors directly involved in installing the HV AC system for City Hall. In those meetings <br />the contractor has agreed to repair all deficiencies noted in the commissioning report at no <br />additional cost to the city. The contractor has also agreed to pay for the entire cost of the <br />commissioning report. <br /> <br />The contractors have been making the necessary repairs over the past three weeks and noticeable <br />improvements have been made. After all repairs are made by the contractors, staff is requesting <br />to hire Johnson Controls to perform a retest of the HV AC and BAS systems at a cost to the city <br />of an additional $4,330. The recheck of the building's system is very technical in nature and <br />staff believes this recheck is necessary to determine if the building is functioning as originally <br />intended. Staff is of the opinion that most of the building deficiencies will be corrected. One <br />question does reJ;llain regarding the dehumidification of City Hall. Since the building was <br />designed with no dehumidification process, staff wonders if current corrective actions will <br />correct or lower the high humidity that the building experienced during the summer months. <br />Once we determine that all the proper corrections have been made we can establish a base line <br />for any further modifications that may need to occur. <br /> <br />To summarize, all current corrections acknowledged in the commissioning report, will be made <br />by the contractor at no additional cost to the city. The general contractor (Rochon) has agreed to <br />pay the entire cost of the commissioning report ($7,468). The requested additional $4,330 for a <br />
