As part of this project Hamline <br />Avenue would function as a private access road (part of the road is on National Guard <br />property) for the County and for the Natiollal Guard. Hamline Avenue would not be <br />extended as part of this development. <br /> <br />- <br /> <br />The applicmt has proposed including a bike rack on both the west md east sides of the <br />administration building, provision for bicyclists and other forms of pedestrian circulation <br />were encouraged in the Civic Center district. Civic Center requirements also call for my <br />internal sidewalk systems or paths to connect with adjacent planned or developed public <br />sidewalks and trails. As part of the Highway 96 reconstruction, a sidewalk will be included <br />along the north side of Highway 96 from Hamline Avenue east to match up with sidewalk in <br />front of the Army ReServe Center. The future development of the TCAAP may include the <br />extension of the sidewalk west of Hamline Avenue. At such time as the sidewalk is extended <br />west of Hamline Avenue, a connection should be made from RCPWF's internal sidewalk <br />systems to the public sidewalk. This would likely entail a connection between the concrete <br />entry walk and the public sidewalk. <br /> <br />9. Screening - Meets Code Requirement <br /> <br />Significmt landscaping is proposed to screen both the parking on site and adjacent <br />properties. Depending on when the new Natiollal Guard Facility is constructed to the west of <br />the RCPWF, there may be some screening problems on the west side of the property. Once <br />the National Guard Facility and thebeImS associated with that building are constructed, the _ <br />RCPWF will be adequately screened.from the west. In addition, the current National Guard ,. <br />buildings will screen the building and yard from the east. The applicant has proposed lJSing <br />approximately 29, 8-foot Black Hills Spruce trees which would run along the east property <br />line from the right wing of tbe cold storage area to the rear property line. This foliage, along <br />with a 6-foot fence which is proposed, should adeqIJately screen the property from the east. <br /> <br />If the fencing proposed is a chain-link fence, Civic Center requirements state that the fence <br />shall have either a black or dark grcen vinyl coating. <br /> <br />10. Lighting - Meets Code Requirements <br /> <br />Lighting is identified in the plm set and appears to be consistent with the Zoning Ordinmce. <br />The Zoning Ordinmce requires that all lighting be directed away from adjoining lots or <br />public streets md must be hooded so that light is only directed onto the subject property. <br /> <br />11. Signage - None Currently Proposed <br /> <br />No signage has been proposed with this application. Signagc for this project would be <br />processed through a Signage Permit md would need to be within the maximum allowed <br /> <br />PC #03-08 - PC Report 03/261m - Page 7 of 10 <br /> <br />e <br />
