Grading and Utilities - Meets Code Requirements <br /> <br />The City Engineer's office has performed a preliminary review and did not have any <br />comments on this project. Special Use Permit approval should be conditioned on the <br />approval of detailed final grading, utility, drainage, md erosion control plans by the City <br />Engineer. <br /> <br />13. Aesthetics - Variance Requiredfor Building Materials <br /> <br />A building rendering and building elevations are included for your reference. The Civic <br />Center District requires that building materials be brick, stone, glass, or my combination <br />thereof (trim md accessories may be composed of metal). The applicant is proposing brick, <br />masonry, precast concrete wall panels, glass, and pre-fInished ribbed metal panel as the <br />primary building materials. The applicant has requested a variance to allow the precast <br />concrete wall panels and. pre-finished ribbed .metal panels as building . materials as these <br />materials are not expressly stated in the listing of permitted exterior materials. Pictures of <br />precast concrete wall panels have been included as Attachment 4 of the applicant's plan set. <br /> <br />The overall design of the building effectively utilizes portions of the building to screen the <br />le.ss desirable uses. The result is effective screening of the "yard" area and a mOre attractive <br />presence along Highway 96. The project design team has considered the materials and <br />building design element to assist the building more effectively blend with its surroundings. <br /> <br />14. Special Use Permit Analysis - Finding Required <br /> <br />A Public Use Operation is allowed by a Special Use Permit in the CC zoning district. <br /> <br />Section 8, D, 3, b of the Arden Hills Zoning Ordinmce states the City Council md Planning <br />Commission: <br /> <br />"...shall consider the effect of the proposed use upon the health, safety. convenience and <br />general welfare of the owners and occupants of surrounding land, in particular, and the <br />community as a whole, in general, including but not limited to the followingfactors: <br /> <br />PC #03-08 - PC Report 03/26/03 - Page 8 of 10 <br />
