<br />existing and anticipated traffic and parking conditions; noise, glare, odors, vibration, <br />smoke. dust, air pollution, heat, liquid or solid waste, and other nuisance characteristics; _ <br />drainage; population density; visual and land use compatibility with uses and structures . <br />on surrounding land; adjoining land values; park dedications where applicable, and the <br />orderly development of the neighborhood and the City within the general purpose and <br />intent of this ordinance and the Comprehensive Development Plan for the City. " <br /> <br />The Planlling Commission must make a finding as to whether or not the proposed <br />Special Use Permit wOlJld adversely affect the surrounding neighborhood and <br />larger community as per the aforementioned factors. <br /> <br />Deadline for Aeenev Actions <br /> <br />The City of Arden Hills received the completed application for this request on March 4, 2003. <br />Pursuant to Minnesota State Statue, the city must act on this request by May 4,2003 (60 days), <br />unless the City provides the petitioner with written reasons for an additional 60 day review <br />period. The city may with the petitioner's consent extend the review period beyond the 120 <br />days. <br /> <br />Options <br /> <br />I. <br />2. <br />3. <br /> <br />Recommend approval as slJbmitted. <br />Recommend approval with conditions. <br />Recommend denial. If the City denies the petitioner's request, "... it must state in <br />writing the reasons for the denial at the time that it denies the request". <br />Table for additional information. <br /> <br />e <br /> <br />4. <br /> <br />Recommendation <br /> <br />In Planning Case #03-08, staff recommends that the application for a Special Use Permit to allow <br />a county/public maintenance facility in the Civic Center District be approved subject to the <br />following conditions: <br />I. All necessary building permits shall be filed with the City Building Official. <br />2. All necessary signage permits shall be filed with the City Planller. <br />3. The number of handicapped accessible parking spaces shall comply with the State <br />Building Code requirements. <br />4. The applicant shall slJbmit a landscape performance bond or other surety for 125% of <br />the cost of materials and installation valid one full year from the date of installation. <br />5. Detailed final grading, utility, drainage, and erosion control plans shall be submitted <br />to the City Engineer for approval. <br />6. Complimce with the applicable provisions ofthe Zoning Ordinmce. <br />7. Any applicable permits shall be filed with Ramsey County, the Rice Creek Watershed <br />District, the Minnesota Pollution Control Agency, and other regulatory agencies. <br /> <br />PC #03-08 ~ PC Report 03126/03 - Page 90fl0 <br /> <br />e <br />
