<br />e <br /> <br />- <br /> <br />- <br /> <br />1.0 INTRODUCTION <br /> <br />This Environmental Assessment (EA) was prepared in general accordance with <br />requirements of Title 40, Code of Federal Regulations (CFR), Parts 1500-1508, <br />Regulations for Implementing the Procedural Provisions of the National Environmental <br />Policy Act (NEPA) of 1969 (Public Law 91-190), which require Federal agencies to <br />analyze the potential environmental impacts of their proposed actions. Army Regulation <br />200-2 Environmental Effects of Army Actions dated 23 Dec 88 s the Army's <br />implementing regulation to ensure compliance with NEPA and 40 CFR 1500-1508, <br /> <br />1.1 Location of the Proposed Action <br /> <br />Twin Cities Army Ammunition Plant lies approximately 8 miles north of the downtown <br />areas of St. Paul and Minneapolis, Minnesota (Attachment A). It is situated in Ramsey <br />County. <br /> <br />The Twin Cities Army Ammunition Plant (TCMP) occupies approximately 4 square <br />miles (2,370 acres). The Army is expected to transfer approximately 35 acres of TCMP <br />for construction of a public works maintenance facility. (See Attachment B.) <br /> <br />1.2 Purpose of and Need for Proposed Action <br /> <br />The proposed action results from the passing of Public Law 106-65, National Defense <br />Authorization Act for Fiscal Year 2000. As part of that bill, the Secretary of Army is <br />authorized to convey to Ramsey County, Minnesota all rights, title, and interest of the <br />United States in and to a parcel of real property, including improvements thereon, <br />consisting of approximately 35 acres at the TCMP, for the purpose of permitting the <br />County to construct a maintenance facility on the parcel. <br /> <br />1.3 Regulatory Compliance <br /> <br />NEPA requires that Federai agencies take into consideration the environmental <br />consequences of proposed actions during the decision-making process. The intent of <br />NEPA is to protect, restore, and enhance the environment through well-informed <br />decision-making. The Council on Environmental Quality (CEQ) was established under <br />NEPA to implement and oversee Federal policy in this process. To this end, the CEQ <br />issued regulations for Implementing the Procedural Provisions of NEPA (40 CFR 1500- <br />1508). <br /> <br />The analysis of individual resource areas considers all applicable Federal, state, and <br />local regulations within Sections 3.0 and 4.0 of this document.
