<br />e <br /> <br />~ <br /> <br />- <br /> <br />4.16 Public Health and Safety <br />4.16.1 No Action <br /> <br />The no action alternative would maintain the status quo, and no impacts are likely to <br />occur. <br /> <br />4.16.2 Proposed Action <br /> <br />Appropriate construction site practices will be used to protect public health and safety, <br />No irnpacts are expected. <br /> <br />4.17 Environmental Justice <br /> <br />In accordance with Executive Order 12898, the Army is required to identify,and address, <br />as appropriate, the potential for disproportionately high adverse human health or <br />environmental effects of their actions on minority or low-income populations. <br /> <br />The Army has not directly or indirectly used criteria, methods. or practices that <br />discriminate on the basis of race, color, or national origin. No disproportionately <br />negative economic or social impact is anticipated to minority or low-income communities, <br />and no human health or environmental impacts are believed to be associated with the <br />Proposed Action or No Action Alternative. <br /> <br />5.0 CUMULATIVE IMPACTS <br /> <br />Cumulative impacts on resources can result from the relationship of the proposed project <br />or action to other past, present or reasonably foreseeable future actions in the area, <br />Cumulative impacts can result from minor, but collectively substantial, actions <br />undertaken over a period of time. In accordance with the NEPA and CEQ regulations, a <br />discussion is required of cumulative impacts resulting from actions and projects that are <br />proposed, under implementation, or reasonably anticipated to be implemented in the <br />near future. <br /> <br />It is believed that the Proposed Action as described in Section 2.0 of this EA would not <br />create a substantial impact upon the natural and built environment. At this time, there <br />are no known existing actions or current future proposals from which a substantial <br />cumulative impact in the area of concern could result when combined with the effects of <br />the Proposed Action.
