If during construction, one of these mammals, birds, amphibians or reptiles appear on site, the MN DNR will be notified by Ramsey County, Consultation with the State Department of Natural Resources and United States Fish and Wildlife will be initiated, as required. No impacts are expected. 4,14 Construction Effects 4.14.1 No Action The no action alternative would maintain the status quo. There would be no impacts to the site. 4.14.2 Proposed Action Under the proposed action, construction of the new maintenance facility would begin in the winter of 2002-03, with completion in summer of 2004, Construction would involve deconstruction and removal of the existing TCAAP Building 576, grading, excavation, paving and landscaping an area of approximately 35 acres for the new maintenance facility building footprint and parking areas. No significant impacts are anticipated. (See Attachment L.) 4.15,1 Permits Required 4,15.2 No Action The no action alternative would require no permits. 4.15,3 Proposed Action The County will file for a permit with Rice Creek Watershed District, a NPDES permit with the Minnesota Pollution Control Agency, a building permit with the City of Arden Hills, and if wetlands are impacted, a Section 404 permit from the U,S. Army Corps of Engineers. 16
